I think even developers who are just doing it for fun wants their game to have exposure so people actually play it. This costs money obviously and thus the need for a middle ground.

You equated gambling with betting. Gambling just means taking a risky action, usually with money. If you put money into a company you are gambling that they do well. Also stock brokers are the literal equivalent of bookmakers, no matter who wins or loses, they win.
