MythBusters did an episode on this. The conclusion was that nothing that still let a person read the plate could block the camera from reading it. And anything that blocks a person from reading it would be very illegal, and likely to get you pulled over anyways.

This is a little misleading. These images show the buildings sitting on the Tonto plateau while the inner gorge is much deeper.

This is a terrible idea. Counter-intuitively, people don't seem to understand that what they post on Facebook can be seen by people who aren't their best friends, so it leads to conversations like this:
