Erm, no? I’m German, been driving in Germany, France, Spain, England and Malaysia, and high beam is always too bright for oncoming traffic, and the headlights aren’t aimed that low. In Germany at least by law cars need to have a little dial so the driver can adjust where to aim at while driving, and some drivers

“They’re to be used exclusively when there are no other cars present.”

High beams in europe should Only be used when no other cars are around as they are very blinding. If you forget to turn them off they will flash at you. You can also drive without them but not at high speed.
