The person responsible for shooting the unarmed (yes, unarmed) child (yes, child) is the officer who jumped out of the vehicle, issued no orders to disarm and asked no questions before immediately discharging his firearm.
The fact that the officer pulled up their interceptor within a few feet of the victim, exited the vehicle, and immediately discharged his weapon.

It was the officers’ fault and you’re wrong, both Bobby Hazzard in the driver’s seat and Quick Draw McGraw in the passenger’s seat. If Tamir had been white, he’d be alive. They would have approached the situation differently.
Going out on a limb, I’m going to guess the police union would have negotiated a provision that has the effect of preventing the city from terminating a cop involved in a shooting for which there will be no prosecution.

That “newish” officer was “newish” to that department. He had been an officer elsewhere and was forced to resign. They forced him to resign because they determined he wasn’t emotionally fit for police duty.

A “grand jury” is not a trial jury. The cops that murdered Rice were not tasked with finding a guilty or not guilty verdict, but rather whether or not a trial should have been formed, in which a trial jury would have made that determination.
Don’t feel too bad for Loehmann, he’ll just be hired by Podunkville PD somewhere else in Ohio where he can keep fucking things up despite not having the temperament, training or intelligence to be a decent police officer.
