In CE, and Reach before that....I forget was his original armor Mark V or VI? I thought the armor he received at the end of his training was the Mark V? Right? And that armor was, like him, totally unique, one of a kind and un-replaceable.

I dunno, I am sure they can weave that into the story easy enough...but I don't think of it as being that easy. They wove that armor into the core fabric of his whole backstory, his particular armor was (if I remember right) extremely unique / one of a kind armor vs. what the other Spartans got.

Basically, in their current state of un-registered-ness, they cannot vote. Presumably though, they are eligible to register and can do that if they choose to, at which point they can vote....legally.
