It's not a standalone game. It's a new map/heist for Payday with some L4D plot elements thrown in. Likewise, there will probably be some sort of tie-in in L4D2, like extra skins or some crap. We know more about what's happening on the Payday side than we do on the L4D side.
It's not L4D3. They are not working on L4D3. This is something made entirely by Overkill with co-operation from Valve. Don't read too much into it.

Doom was made by 16 people. Quake had a bump to a total of, I believe, around 24 people, but most were temps. The core team that made Quake was still only 16 people. That includes sales and marketing, etc. This was considered to be fairly large back then, where many softhouses had only 4 or 8 people.

I really, really hope THQ stays afloat. They may not be the best out there, but they take chances and they seem to actually give a damn about their games. Right now, it seems like Ubisoft is the only other major developer willing to take risks on new IPs.
It's the lamest of Christmases, too. You don't get to actually have any of these things, and you most likely won't for months and months on end. It's like Christmas where your parents show you a catalog of stuff that you might be able to get for your b-day instead of any actual presents.
