Like I said, cops don’t have a supply of Narcan on hand. EMTs have to bring it. That takes time.
How do you know they didn’t ask these things?
Cops don’t just carry around Narcan. They were probably waiting for the EMTs to arrive with it.
He is often sick/ill/incapacitated in the hospital and it’s implied it will just keep getting worse until something kills him.
