The last time I heard the phrase "African-American" outside of a census report was a white girl trying to tell another white girl that it was appropriate to call her Kenyan friend an "African-American", so at this point it sets off a few red flags.

I don’t see why you would ask that if you knew that sometimes use of voice chat leads to specific harassment people don’t want to deal with along racial and gender lines, and thus they opt out of voice chat where others do not…

No it isn’t. One person on a council saying “this is something we should consider” isn’t worthy of fucking death threats and doxxing no matter what you think they’re going to do with that statement. Hell, the entire council _doing that thing_ isn’t worthy of that.

So here’s my read: I don’t use voice chat unless I’m playing with very close friends and those friends alone. With any other group I don’t use it because I don’t need to be called a porch monkey while relaxing after work and such.
