Whilst it’s superfluous to the plot of Rogue Nation, I think it does a couple of important jobs. Ghost Protocol was huge in scale, and RN was lower key - even the ending is a chase-cum-heist rather than an action blowout. So it gives the audience something huge, in the style of Bond, ahead of the fun to come.

Even 2 has good stuff in it. The climbing, the henchman with tape over his mouth under a mask, the insane bike chase.
