USA climate varies from Alaska to Nevada. The EPA does a hot and cold weather test. It would be more realistic for each state to calculate its own averages, but that how it is done. I am guessing it is most accurate for regions that have hot winters and cold summers.

A lot of accidents in snow are from having to stop when cars are following too close behind. Roundabouts do not have that problem

Roundabouts are much safer for bicyclists than intersections. I doubt the same is true for pedestrians
