It appeals to different player types. eu4 is considered a map painting game, where the point is purely to expand. To get your empire as large as possible through multiple viable ways (Economy, diplomacy, military, colonization). It's something you can do in ck2, but the systems are generally designed to punish that

id rather a great game a year later. Some products simply can't / won't be fixed with post launch care leaving it in the hands of the fundamental; but by then the damage is done and the title has faded into a niche. Arcanum, kotor 2, vampire the masquerade as examples.
