My impression is the amount of water released is much more than rainwater, especially the type that can release 60 gpm. If you are talking about drop, the bumper does nothing to protect the subframe because they smacked into it from the bottom. If you look at how bumpers are designed, they protect against rear ending but do nothing to protect against impact from the bottom.

In Teslas you can use a pin number protected speed limit mode which limits the max speed and acceleration of the car. You can also further put it in Valet mode to limit things further. Any parent with a young teen driver should probably use those features.
