It’s not a speed limit but a “position on track” limit (the phrasing of your question make me think that that is your assumption). At some points you’re not allowed to go completely off track by taking a (too) wide curve.

The 2 cars with DAS system blew a tire. I would put some of the blame there. The DAS system was used to warm up the tires behind the safety car and does that by creating extra friction, which causes... extra wear.
