Why run it down? Any half-competent mechanic can attach a hose to the service port on the fuel rail (that’s why it’s there) and turn on the fuel pump by either switching it on through the ECU or just jumpering the relay block appropriately. Put the end of the hose in a jerry-can and drain the tank completely that way.

It’s so cheap that it would be hard not to give it a NP. So many different ways to go. Fix it and make a nice daily driver or treat it for the beater that it is....for the money you can’t go wrong.
