If Palou’s contract with Ganassi did indeed have a team option, which it sounds pretty clearly like it did in some capacity, there’s not much wiggle room here for Palou and McLaren. Those provisions are usually pretty clear and put all the power in the hands of the team to decide if they’re taking the option or not.
