As such, in order to mete adequate punishment, human investigation is require. That’s a lot of man-hours.

Permaban will make them either stop playing the game, a plus, or make a new account. In that new account if they are toxic they will get banned. If someone is dumb enough to rinse and repeat the process then that’s on them but eventually they’ll stop.

It’s not banning speech you can still say it, no one can stop you; however there are consequences for saying it.

If they buy a new account then proceed to continue to be toxic they will be banned again. I see no problem with this as eventually the person will either consider the expense too large or stop being toxic.

How any other kind of ban is enforced. Through moderation. Yes it’ll take effort, likely a large amount of it, but it isn’t infeasible nor impossible.

Convince game companies to actually punish people for saying shit like this. Like zero tolerance policies. You do this even once perma-banned.
