Correct. Emergency brake assist is quite common these days across a lot of brands, and is definitely fully legal. Describing it as a separate emergency brake assist system says “Hey guys, this could have happened to any of a dozen different car companies - don’t blame our autopilot!”

I’m presuming their portrayal of Autopilot and Auto-Braking as two separate systems was designed around possible rules prohibiting self-driving systems in some jurisdictions. It means they would still have a feature to sell, even if local laws meant the drivers had to stay in control.
