Sharks don’t have swim bladders like bony fish do. The spaces where there’s air in bony fishes (that can expand during rapid ascension) are filled with dense oil in sharks. They’re much less susceptible to pressure changes.

A sleeper shark sounds like something I’d draft in the 9th round of my Fantasy Marine Animals league.

So...do it all? You can pursue multiple approaches to a problem.

Ban lawn watering, residential  car washing. Make drip irrigation farming required where possible. Require heat pump water heaters. Ban all residential pools. Phase out inefficient hvac systems. No one thing will solve water and energy problems. Study slowing or stopping building permits when the water and energy

You go to the greater Las Vegas area and point out just how much “smart building” is going on, and it’s almost zero. The closest thing is roof solar which is a help, but when there’s no grid to offset because hydroelectric is non-functioning we’ll see how much it helps.
