Yes, you're right. Up until Tabula Rasa a story was developing about abuse of Power by Willow, mainly (but not solely) in her treatment of Tara. And it was all done with good intentions. A good story arc was possible that would have shown how power corrupts even good people.

Yeah, I agree. Arrow could have done with being 15-16 episodes. In fact, that's true of most series. There's not many 22 episode series I can think of that couldn't easily lose 6 or 7 episodes for no great cost and with the advantage of speeding up the pacing.
