The game provides no in game bonus. It does not boost your damage or anything else. Yes, you can get more XP through boosters. If that is your definition of Pay To Win then almost every single Free To Play game I have seen is P2W.

MWO is more simulation and I think Hawken is like playing a FPS.

I feel that the use of the word "hack" has changed since I first heard of it. Some of this stuff doesn't require very much programming skill.

I got that option on my first playthrough. I never thought the choices I made were unorthodox.
