I agree with you. Philosophically. I would add (maybe not in this case) witnesses (even victims!) to violent crimes occasionally “forget” what they saw. Did the person commit a crime? Yes. Can the state prove it? No. Free they are. But that’s a different concept.

Actually that is true. Asking for one or the other (offset or differed bonus) is not unusual. Asking for both is unheard of.
