I said nothing of the sort. The point I was making is that the elements of these different genres which have common elements are present throughout. There is no “shift”. Hot Fuzz takes them and blends them into a cohesive story.

Hot Fuzz was not really a satire of 80's buddy cop films, as you seem to imply. It satirized more 90's action films, the prime example of which is the Bad Boys films (which they literally show in the film), which could be considered “buddy cop” films, but what I’ve seen, were still pretty violent.
I don’t think you understand the difference between satire and parody, or that my problem is not them satirizing a genre, it’s satirizing multiple genres in one movie, which is tonally jarring.
