The USA is a mismash of states with different and weird rules on what fireworks you can/cannot buy. Generally anything that doesn’t shoot up into the sky then explode is legal everywhere (ground fireworks). Aerial fireworks (aka fireworks that go way into the air then explode) are only legal in some states.
