I forgot how genuinely interesting this world is—I love the concept of a world where demise is always inevitable and everyone's always looking for a distraction. Everything is just so sad.
Probably Anno 2070. It's a resource management city building game, set in the near future, without city size limits. Cities have to be built on islands, but you can settle multiple islands, and even build under the sea. The gist is that the world is flooded, and you have to balance sustainability with productivity.
