Not really a correction for the writer, since it’s a quote, but shouldn’t it be “fleshed out” and not “flushed out”?  They were putting meat on the bones, not getting rid of something.

And it’s not just about the jobs target incentives, which is what the GOP keeps falling back on to argue that this was a good deal. There’s a lot of planning and infrastructure moneys that was diverted to this as well. Don’t think you can just get that back.
