Bought a car on a Bill of Sale from a state that did not require them. Nothing but problems when I went to get tags in MN which requires them for everything. 

Same here in Oregon - you CAN print a template from DMV, but I have only ever seen this done when I sell a car - or if I print one for the seller to use when I am buying.
