Because, brilliant wonder, it serves the same purpose as a kippah, or, as Gentiles like to say, yarmulke (if they spell it right), or a woman’s shawl used to be worn in all Catholic churches on the head. It’s a sign of respect to cover your head in every major religion, for more conservative parts of the religion.

These weren’t “city officials.” They were state officials, responsible for regulating the safety of drinking water. It’s clear what happened: a Republican came into office and decided that cost containment (e.g., cuts) was more important than public health and, certainly, the public health of a minority community.
