Ill add this. From 2010-2015 the expected runs in the inning number goes from .478 (1st and 3rd) to .580 (2nd and 3rd) per tango. That’s over a tenth of a run per inning.
Their conclusion would be accurate if the goal of a manager was to reduce the chances of a run scoring in a particular inning, which is what the table tells us.
