Yeah, Apple did some pretty big changes to stop jailbreakers so the iPad 2 is expected to take some time. Comex made some progress initially, but it looks like there hasn't been any progress since.
Because Apple's system doesn't give developers enough power like Android does. Jailbreaking is easy though, and entirely legal, so I advise you do that if you choose to stick with iOS devices.
