You could probably do it by monitoring the power draw (along the lines of a Kill-A-Watt) and when it drops below a certain level for a sustained period (say 3 or 4 minutes), it could send out an alert.
My new washer and dryer have an estimated time on the digital display. It makes it much easier to set a timer. As you adjust settings (extra spin, heavy-duty wash, etc.) it adjusts the time.
