If you increase gas costs low-income people have less money to buy a new car and have more incentive to keep running their crappy fuel mileage and polluting vehicle.

Why not increase the gas tax and demand automakers increase efficiency? Sometimes the constraints imposed by regulation breed new and innovative ways to solve old problems.
