It's due to the fact that the presidential term is 4 years , senators 6 years and representatives 2 years. Each state has 2 Senate seats which are cycled so they are generally not up for election at the same time. My mom is a state worker in NJ and gets election day off. She's not a citizen so she doesn't vote but it would be nice. I got held up at work and my polling placed moved from last election so I made it there 10 mins before they closed. A couple more red lights and I wouldn't have made it.
