Children’s minds are not adult minds. Developmentally, children - even teens - don’t understand consequences as adults do. I don’t think charging and sentencing them as adults is rational.

Even supposedly concrete evidence can be faked. A Massachusetts crime lab technician faked drug test results, in order to cover up that she was slacking on the job. MA had to throw out 21,000 convictions because of her.
