You didn't read Birds of Prey before the New52, did you? Harley was a badass in that run. The end of the run even more so as she hunted the Joker to kill him. (They bitched out at the end, which sucked.) She was proven to be more than capable of everything you said she wasn't.

B&M Brown Bread is awesome. Always take some camping, and tend to always have some on hand. I suggest the raisin version with some nice spreadable margarine (Country Crock works best). The combo can't be beat.
