You can actually beat him like right out the gate.  If you do so it changes some but not all of the cut scenes. As an aside don't party with people after you do so. It can screw up other saves apparently. New character time for me!

As a note, wards won’t become ghost towns specifically because of both the limited housing and the 45 day auto demolish. If a home isn’t entered every 45 days the plot gets relinquished automatically. A big part of why housing is limited is to specifically stop dead neighborhoods.
