Yet the majority of them are not killed and many other cases can be explained by circumstance or poor law enforcement training and a few happened because of reckless negligence or hostile intent.

Well Black people make up a much smaller segment of our population, they should have similar crime levels as Asian---no one is worried about being shot by Asian criminals.
