I’ve noticed these type of cars have a simple rectangular hole over the tires, where as older ones used louvres or fins to extract the air pressure. Is this due to aerodynamic function, or some kind of rule change?

I don’t agree with your premise, I don’t think it’s “safe” to assume that art is entirely subjective. Since it’s your premise, why don’t you explain why it is purely subjective? Is that really a settled question for you, or you are operating on an assumption there?
