It is at higher levels but not with high schoolers and younger kids. And the vast majority of people who play sports are kids. They’re ultimately the ones any structural/organizational reordering will most affect/benefit.

This does make the most sense, in a way, but I don’t know if testosterone testing is something we can/should expect any prospective athlete to submit to, nor do I expect that a database holding this information could/would be administered ethically.
