I could be wrong, but I read that part of his comment to specifically mean POLICE unions. And he’s right -- the police unions are a major roadblock to progress on this.

They think it’s a sweet hook to start off a premise with an imperative that comes across as extremely condescending (i.e., it reads as, “you guys are idiots; let me tell you why with this weak argument.”), and they lean on that way too often here and Gizmodo too.
