I get that, but how many motorist use roads like these as opposed to cyclists. I can definitely see designing road systems for cyclists in more urban areas to promote cycle travel to and from work, for errands, etc., but in areas like these, it seems like a bit of a waste of taxpayer money.
This. Unfortunately, the 3 ft. rule didn’t pass in 2019 for Texas. You just have to pass with “adequate space”.
There are stipulations that cyclists have to observe in order to take up more of the lane, though. They can’t just ride in the middle of the lane for shits and giggles. From the Texas Transportation Code:

They are supposed to stay as far right as practicable, but to pass, you have to treat them like a car (leave the lane entirely, be in a passing zone, etc).
