If they are exposed to Delta, then their viral load may be the same as those unvaccinated (according to the CDC, not me), so they are then carriers that can pass it on to those that are not approved for the vaccine or have not been previously exposed and have acquired natural immunity.

Agreed.  It is endemic, now.

Vaccines are not just supposed to reduce deaths, they are also supposed to induce herd immunity and stop or at least contain the epidemic without restrictions like masks, quarantines and lockdowns. And before delta, that’s what the vaccine did, not anymore.

The viral load is what they base transmissibility on (whether you are vaccinated or not). There is really no way to measure it otherwise, outside of a lab setting.
