Hm, I've never seen that idea get applied to Buffalo Bill. I guess I understand the idea, but to my limited knowledge it doesn't seem like that's the problem. I'd have to read the book and/or watch the movie again to be sure, though.
I wasn't too big on Serafinowicz's take in the radio version (I always imagined Crowley being constantly on the verge of freaking out and only barely holding it in, while his version seemed a lot calmer), but I'd take him over Tennant.

The problem isn't so much about including all kinds of people in the ranks of the show's serial killers, but the impact that the franchise's prior usage of Buffalo Bill specifically has had. That's actually a really good idea, especially since (to my understanding) Bill's not even intended to be an actual trans person so much as someone who hates himself so much that he's trying to become someone else entirely. Having a trans protagonist would help underline the difference.
