I'm not sure CDMA carriers actually lock out the phones. GMS carriers could do it more easily than they're letting on, but are very tepid about what they're doing to actually get there. I wouldn't expect this any time soon. It's just not in their interest to be cutting off customers, illegal or not.
That's up to the carrier and the carrier will not lock out your IMEI no matter what brand phone you have. There seems to be a lot of ignorance about what you can do with a stolen phone. Right now you can go to a carrier store with a stolen phone, say it was bought second hand, and get a new sim.
