yeah its strange, it depends from where. I have a reddit pics app where it lets me save a gif as a movie or a gif. the gif won't play like a gif on the phone, but if i email it or send it in iMessage it plays normally.

EDIT. it seems that it only works when i download gifs and then text them or email them to someone. The gif i just posted to you a little while ago did not work. It came up with a pic. but bobsplosion is right, if you find a gif , copy the direct link and it works.
