To be fair, her hair might not be thinning as much as it’s all cracking off at the scalp line.

I’m pretty sure outfit shaming is commenting on fashion sense. Because it is a comment on a person’s choice, it’s not shaming the way commenting on a person’s weight, skin color, etc. So, shame away. She chose the outfit, let her live with the comments.
