Considering the shear number of people there, the incident rate of accidents hardly seems unusual. More people means crashes happen more often, simply because there are more bikes *to* crash.

Semi-submersibles lose their effectiveness once they’re out of high seas since they really on wave swells and a lack of overhead aircraft to hide their presence. Once they’re in a lower sea state typical of ports their presence becomes *very* obvious very quickly.
