I don't mean a header at the top just to clarify, I mean a new heading for every section. And if you have those, I see no reason you need a horizontal rule, which would also follow the article's opinion.
I've always seen just using headings. Such as EDUCATION EXPERIENCE and making those stand out in order to show a separation.
