I've thought this before. It's frustrating enough being a 'normal' person getting it from friends, family, collegues, neighbours etc. If I was in that position I don't know I'd be able to cope.

That's the first thing I thought, it could have happened to any of us. One of the most frustrating things is how little I had a clue when I was 13 and how street wise I and all my friends thought we were. But sometimes it feels like perhaps I was just lucky that the internet was a 'thing'.

I don't know too much about legal stuff but I know a bit about safeguarding of vulnerable people. In a situation where it isn't as clear-cut as non-vulnerable person on vulnerable person I was taught to report both and each persons case is looked at individually as well as the situation in hand.
