The modernization of China's autos should be a great thing. The Volt's problem is obvious: it's a Chevrolet. You can't sell a high tech green car with the Chevrolet bow-tie. That brand sells pickups and cheap cars historically. It's possible to improve Chevy's brand image, obviously, but certainly it hasn't happened yet. They needed a more 'youthful' or 'innovative' brand…
