It's just a standard guideline. If you think Sony's is bad then Steam Greenlight is even worse because it just says offensive content which is pretty vague. Binding of Isaac and other games like it or GTA V will be fine. This isn't Sony trying to censor everything.

Devkits? The tweet says "more devkits" so ND already had some. We already know other studios have dev kits as well, though we don't know how many.
During the conference they said global release starting in Japan. Why would they bother being specific about that if a plan for locations outside of Asia weren't in the works?
Andrew House even said it's meant to compete with the Apple TV and Roku. It will sell some on it's gaming functions alone but it's more than just a mini budget console.

I disagree. The LCD Vita isn't being released in the West right now either most likely because they still have a lot of stock to finish selling by the end of the year. I wouldn't be surprised if around Spring of next year we see an announcement for the West.
I think people just don't want to be fooled into thinking that's what the games will look like and then it turns out that's not the case. Not saying that is what MS was doing at all (their first party games where running on devkits at E3) but I think at the time, most where expecting to see all the games at least…
